stds-802-16: Session #3: delayed start and other issues

(1) In response to requests, I have moved the opening of 802.16 Session #3 to 1 pm. This will allow more people to attend the Opening Plenary, now scheduled for 1-2 pm.

(2) 30 people have registered with me <http://grouper.ieee.org/groups/802/16/meetings/mtg03/reglist.html>. I expect more, but I don't know how many. (4) I have not heard any more news from the Task Groups regarding finalization of their meeting times.
