I have created a new template for IEEE 802.16 documents. It is in Word format at
<http://grouper.ieee.org/groups/802/16/docs/802_16_template.doc>. This template is mandatory for future document submissions.

Item IEEE 802.16-99/01r4 ("802.16 Document Submission Template, Revision 4")

documents the revision.

The only major change is the addition of an "IEEE Patent Policy" section to the cover sheet. It reads:

The contributor is familiar with the IEEE Patent Policy, which is set forth in the IEEE-SA Standards Board Bylaws <http://standards.ieee.org/guides/bylaws> and includes the statement: "IEEE standards may include the known use of patent(s), including patent applications, if there is technical justification in the opinion of the standards-developing committee and provided the IEEE receives assurance from the patent holder that it will license applicants under reasonable terms and conditions for the purpose of implementing the standard."

This change was discussed in Session #3. The Ad Hoc Patent Procedures Committee may suggest a refinement of this statement for discussion in Session #4.
