stds-802-16: Commentary 1.2 released

I have improved Commentary and posted the latest version: Commentary 1.2. See:

For casting ballots, there is virtually no difference. However, those 
who will be using the program to process comments will see these 
improvements:

* Fixed "Import Comments" script (it didn't work in 1.1).
* Made all fields in the Comment List layout read/write. This lets 
you search on those fields.
* Added Editor's Layout for easier use by the editor working on a document.
* Made many smaller improvements.

Note: if you have Commentary 1.1, you can easily update it to 1.2 by 
downloading a small file (~30 kB). If you don't have 1.1, you will 
need to download the entire package (~2 MB).
