stds-802-16: release of P802.16d/D2



P802.16d/D2 is now available:

I'd like to give you a brief report regarding its delay.

At Session #25, the Working Group passed a motion to create D2 by 30 
May 2003, based on the comment database. However, the Editor was 
directed to exclude material that was "conditionally approved" in the 
database "if the copyright issue with the associated material has not 
been resolved to the satisfaction of the 802.16 WG Chair."

The copyright issues involved IEEE C802.16d/03-30r1. I was informed 
by the TGd Chair on 23 May that the copyright concerns would be 
rectified. Therefore, the Editor (Itzik Kitroser) proceeded to 
incorporate the conditional comments. I week later, when the release 
deadline arrived, the revised contribution was still not available. 
Rather then force the Editor to remove all of the conditional 
comments, I used my discretion to delay release of the draft and made 
additional efforts toward a copyright resolution. Today, I have 
received a revised contribution (C802.16d/03-30r2) that resolves the 
copyright issue to my satisfaction. [We still need a formal copyright 
permission letter from the contributors of that contribution, but I 
don't consider that to be essential for release of this draft.]

Now that the draft is available, I'll prepare to launch the 
recirculation later today.

One issue that arose with this particular contribution was that the 
cover sheet identified the source as an organization, not as 
individuals. This was not in accordance with our normal procedure. It 
caused some problems; for instance, in trying to resolve the 
copyright issues, I did not have an official human contributor to 
contact. In the future, all contributions need to be identified as 
coming solely from human beings, per our longstanding procedure.
