Just a reminder to Working Group members on Balloting for Recirc Ballot
#16b.

This is a recirculation Ballot to confirm the 16f/D3 document and advance
its processing to Sponsor Ballot. Any comments submitted as part of this
Ballot would likely impact approval and advancement to Sponsor Ballot. It is
important to note that even if you do not provide comments during this
recirculation, there will be additional opportunity for comment and
resolution during the Sponsor Ballot process.
