[STDS-802-16] Transmitted power during initial ranging



The algorithm for initial ranging has been changed in Corrigendum draft
D2.
In D2 the SS starts to transmit at a power level below PTx_IR_MAX. Than
if the SS "does not receive a response, the SS shall resend the RNG-REQ
at the next appropriate Initial Ranging transmission opportunity and
ADJUST ITS POWER LEVEL" (page 36, line 20 of D2). It's left to the SS
the decision to increment or decrement the power.

The question is: which is the maximum power the SS can transmit? Can the
SS increase the transmitted power, during initial ranging, above the
PTx_IR_MAX?
If no: Why this limitation? (it means that the SS cannot transmit at its
maximum power)
If yes: why this parameter is defined as "the maximum transmit signal
strength for initial ranging"? Should we change the parameter name?
