[STDS-802-16] Documentation on 802.16 Operator ID for IEEE Registration Authority

The 802.16 WG, in its session last week, accepted a contribution:

as the basis of our proposal for the IEEE 802.16 Operator ID
registration authority.
The WG also agreed on some other decisions on this issue. This is

I've provided this information to the IEEE staff and requested that
they initiate the service by the end of the year.
