[STDS-802-16] ranging for HO purpose in 802.16e

During scanning intervals, MNs may range several BSs in order to choose the most appropriate one as a target BS. Or during ranging procedure the RNG-RSP message may contain allocated Basic CID anf primary management CID. How could this happen while the BS is not yet sure that it will the actual target BS? or do we assume that when 'Ranging Purpose Indication" field in the RNG-REQ indicate a handover attempt, the former information(CIDs) are not given in the first RNG-RSP since there are several RNG-RSP messages involved in the initial ranging procedure as mentioned in
802.16-2004.
Is there any clear differentiation (specified in 802.16e) in the ranging procedure in cases of simple network entry or handover ranging.
