Thank you for uploading the revision after CC#5.
 
Starting with the PAR text from the document emerging out of CC#5 as a basis,  I am sugegsting some modifications which include some of the comments made on the reflector (Ron, Shawn, Brian, Phil, Dan, Mariana), which were not be incorporated in the text from CC#5 because of the timing of the call itself.
 
Here's the intent behind the proposed modifications:
(1)  Changes to adhere to PAR-style language (I believe that these changes would be non-controversial).
(2)  Reflect that MAC changes will be required to implement some M2M features and these changes are in the scope of the work that needs to be done by the TG. (I believe that there would be consensus on these changes also)
(3) Provide a guideline that the TG should avoid making PHY changes that are likely to require hardware changes, to facilitate a speedy M2M within an appropriate time window. As discussed in the SG report, further enhancements are envisaged in what could possibly be a second M2M Phase.
 
One more note:
The PAR & 5C document has several sections. I think that it would be better to focus on Section 5.2 by e-mail and we can work on the remaining sections (schedule, dependenceies, etc.) during the F2F.
 
So, here's my proposal: (Base text is from the document that Jose uploaded after CC#5. The last sentence in the original text has been moved, without modification, to right after the first sentence)

5.2 Scope:

This standard amends amendment proposes enhancements to the IEEE Std 802.16  to enable  for enabling Machine to Machine (M2M) communication between an M2M capable IEEE 802.16 subscriber station and IEEE 802.16 base station. This amendment provides backward compatibility with IEEE 802.16 Advanced Air Interface equipment. 

The amendment will include It proposes limited extensions to the OFDMA MAC layer to support the unique requirements of M2M communications.   OFDMA Modifications to the  PHY  layer  modifications excluding  clauses 16.3.3, 16.3.5 and 16.3.6,   to support the are minimized to address unique requirements of M2M communications will  be considered.

Also note that there is no ‘OFDMA MAC’ in 802.16-2009. While 802.16-2009 does have unique sections for PHY types, and there are a few MAC messages that are unique to, and contained in the Clause 8 OFDMA PHY section, and some of the MAC messages or parameters in the Clause 6 MAC section are unique to OFDMA, the 802.16-2009 MAC is most generally PHY agnostic. This is far less true for 16m which is very much specified as 16m flavor OFDMA PHY dependent. So using language like ‘OFDMA MAC’ could really be ambiguous, depending on the context.

A Scope statement is intended to say what a Standard includes, not what may be considered in the development process. It is not appropriate to say, ‘It proposes…’ and ‘PHY modifications…can be considered.’ A Standard does not ‘propose’ anything’ A Standard ‘is’. It defines a specification of features and functions. You either include, or you do not include. Consideration is irrelevant. So you have to be a bit more critical in the PAR language prep phase to determine EXACTLY what is in, what is within Scope AND WILL BE INCLUDED IN THE COMPLETED STANDARD (though I would agree that it is up to the Sponsor Ballot Members to determine if the necessary material is included, and when the Standard is complete). If you are not sure, don’t include it. If you feel confident you need the changes/enhancements, then include appropriate definitive language in the Scope:  If you are unsure, you can argue the point during the Standard development process and if you cannot do without such changes/enhancements then you process a PAR change to bring the required material into Scope.

As you can see, the key change that we are proposing is further refinement of the PHY scope. 
Our main concern is HW impact. Any alternative language that explicitly addresses the HW change concern would be welcome also.

I am guessing that our changes, other than the PHY sentence, are likely to be acceptable to most people.

I’ve also uploaded a M2M PAR and 5C initial working draft revised from the one we had earlier as place holder. It is 802.16ppc-10/0003r1. This also includes the text proposed by Shilpa Talwar based on some offline discussions we asked her to carry out after CC#4 to generate some initial text.  I’ve also filled out the rest of the PAR form and 5C as first cut for review on the call tomorrow. This document is just an input for discussion at this point. Hope is to get a consensus version after the call tomorrow.

The final version of the PAR & 5C and also the Study report will only be finalized during the May meeting. These are draft documents we are preparing for discussion in the May meeting.
