You may be right that the information provided in the PAR and its
explanatory notes is not very accurate.
At least the statements regards 802.16/802.16h should be reviewed by the
802.16 WG.

Has anybody ever considered the applicability of 802.19.1 on top of
802.16/802.16h? I believe it is exactly what 1900.7 is looking for.

It seems very redundant with 802.16h, 802.22, 802.19, and even 802.11af.
The draft PAR, in its explanatory notes makes a number of statements
about each of those that I am not sure are accurate, but I leave it to
people far more qualified than I to comment on them.
