[STDS-802-16] Progressing the P802.16s PAR during Session #101

During 802.16 Session #100, of 10-12 November, the 802.16 Working Group (WG) continued work toward a new Project Authorization Request (PAR), P802.16s, to specify operation of the existing IEEE Std 802.16 WirelessMAN-OFDMA systems in narrower channel allocations. The WG responded to comments from members of the EC and accordingly revised the PAR and CSD, submitting them for EC review. The WG also decided to proceed to schedule Session #101 (19-21 January 2016 in Atlanta) regardless of whether or not the project was authorized beforehand, based on the idea that, if the PAR were not approved, the session would provide an opportunity to refine the proposal and continue to progress the technical discussions underlying the intended work.

On 13 January, the IEEE 802 Executive Committee (EC) denied a request to forward the PAR for IEEE-SA approval. It appears that some EC members were not fully satisfied with the comment responses. There were some indications that EC members questioned the expected participation in the project, based on the light attendance during the session.

At this point, we have proposed a tentative meeting schedule for Session #101, intending to schedule the P802.16s technical discussions on Tuesday 19 January. We expect to use meetings on Wednesday 20 January for discussion on revising the draft PAR and CSD.

Contributions toward both topics are welcome, including, for example:

            • analysis and simulations of effects of new system parameters

            • proposed framework for narrowband profile

            • proposed parameter amendment

            • considerations for system efficiency, including frequency reuse

Submit your contributions by 15 January, following the IEEE 802.16 Document Submission Instructions <http://ieee802.org/16/submit.html> and using the File Code "Gcon".

Note the that Session #101 early registration deadline is 4 December.
