I guess we need more information on the "No control channel " option and how this can meet the database/sensing requirements of the FCC R&O 08-260. The assumption is that if database access and/or sensing is needed for protecting broadcast incumbents, the same means could be used for coexistence. The "No control channel" option would tend to indicated that such means to protect the broadcast incumbents would not be available implemented. Can you clarify what you have in mind?

Once this is clarified, then Steve could possibly initiate a new straw poll.
