I have uploaded a new version of 19-16-109-05.

 

It includes the following changes

·         It accepts all previous changes

·         It labels the process paragraphs so that they can be easily referred to in any motion to remove them

·         It makes changes to the  paragraph that was discussed at length yesterday

§  The existence of these open issues indicates that there is not yet consensus in relation to all aspects of LAA Rel. 13. It is IEEE 802’s expectation that LAA Rel. 13 will not be finalized until these issues are resolved by consensus by all stakeholders.

o   To

§  The existence of these open issues indicates that there is not yet consensus in relation to all aspects of the LAA specification.

o   Note: the revised text

§  Removes the material about IEEE 802 expectations

§  No longer focuses on Rel. 13,

§  Effectively becomes a simple factual summary of the table and the appendices

 

I request the following motion be considered during Thu PM2

 

The IEEE 802.19 WG recommends to the IEEE 802 EC that 19-16-109-05 (with appropriate editorial changes) be sent to 3GPP RAN/RAN1 as a Liaison Statement

I urge members to approve at least one of these motions.

·         The most important aspect of the proposed liaison is the material in the Appendix. This material represents issues that are concerns for a significant number of IEEE 802 stakeholders. Hopefully, even people that do not necessarily agree with all the concerns raised will agree it is important that the concerns be resolved. This is an important aspect of the OpenStand principles promoted by IEEE-SA.

·         The text marked “Process Refinement Clauses” is less important. It represents an attempt to start a conversation about refining the process of collaboration between IEEE 802  and 3GPP RAN/RAN1. A refined process that leads to more timely consideration and resolution of issues is in the best interests of both 3GPP RAN/RAN1 and IEEE 802. However, if there is no yet agreement within IEEE 802 on this issue, we can certainly stick with the status quo, which has been working reasonably, albeit not optimally.

               There will be an off-line drafting session today during AM2 in Harbor A.

 

               Vinko and Andrew will lead work on the Cities Letter and 3GPP Liaison.
