[802.19] URGENT: No vote on 11ax CAD

Hi All

While I think this is substantially improved over previous versions, it 
still misses the mark of identifying the substantial negative impact to 
existing 15.4 UWB PHYs.  Therefore, I still can not support it and 
encourage others to join me in a NO vote.  I am attaching comments 
generated by Billy Verso as something to consider.
