[802SEC] Information Items not discussed at opening SEC plenary

Since we ran out of time at the opening SEC meeting Monday morning, I instructed individuals with Information Items 5.19 through 5.28 post them to the reflector.  This is my submission.

I had 4 items; 5.23, 5.24, 5.27, 5.28.

Discussion on 5.23 and 5.24:
5.23 Rules change-closing plenary and 5.24 Rules change-2nd vice chair,
Discussion:
Attached you will find two documents:
- proposed rules change to specify opening and closing SEC meeting times
- proposed rules change to increase the number of 802 vice chairs to two from one

I will be asking for a motion to submit the above rules changes for SEC letter ballot at the Friday SEC meeting.  If these changes pass letter ballot, these rules changes will become effective at the end of the July 2002 plenary session.

Discussion on 5.27 and 5.28:
5.27 Rules Change Interim plenary quorum,
5.28 Rules Change-addition of email ballot process

At the rules meeting Sunday evening Bob Grow agreed to compile a 'complete' list of the rules changes (some of which are above) that need to be made to bring our rules in line with our current mode of operation.  Bob will present the list to the SEC at the Friday SEC meeting, with possible recommended rules change text.
