Dear SEC,

I sent out the "WG Electronic Balloting Rules Change" out for letter ballot
when the SEC has not approved it for distribution and ExCom Ballot yet.
Please disregard this ballot notice.

Never-the-less, I would like to conduct this SEC Email Ballot to obtain that
approval, otherwise we will have to wait after the July 2002 plenary session
before it can go out for letter ballot, with the earliest effective time for
this rules change to be the end of the November 2002 plenary session.  I
don't think we should wait that long.

This ballot will have a 14 day duration.  Opening at 6PM EST March 17, 2002
and closing on 6PM EST March 31 2002.

Remember, a DISAPPROVE or ABSTAIN counts as a DISAPPROVE vote.  A 2/3
majority will be needed to send the "WG Electronic Balloting Rules Change"
to SEC letter ballot.
