[802SEC] OID arcs procedure

In the opening Exec meeting on Monday I was actioned to draft a Chair's 
Guideline on the use of the 8802 Object Identifier registration arc. The 
draft guideline is attached; comments gratefully received. I will be making 
a motion to accept this guideline on Friday afternoon.
