Sigh. More people have been confused by this than you can believe.
The problem is that you are not looking at the "IEEE-SA Standards Board
Operations Manual", you are looking at the "IEEE Standards Association
Operations Manual". Read the preceeding sentence until your eyes water,
and you might discern the subtle difference.

5.4.3.2 Resolution of comments, objections, and negative votes
is most definitely in there. RevCom members are forced to either
memorize this subclause, or have it tatooed on their arms (a la Memento).
