Clarification of Geoff's issues RE: [802SEC] +++EC Motion+++ Motion to Confirm Denis Kuwahara as Vice-chair of 802.18--(open July30-close Aug 29th)

DISAPPROVE

Unless 802.18 has its own approved procedures in place that contradict the 802 procedures I feel that I am forced to vote against this motion. 
 
We do ...  Section 2.2 of the  "Policies and Procedures of the IEEE 802.18 Radio Regulatory Technical Advisory Group (“RR-TAG”)", which
was drafted by the RR-TAG collectively, with lots of discussion and forethought, and approved unanimously by the members, states:
 

2.2      RR-TAG Vice-Chair

The RR-TAG Vice-Chair is initially appointed by the RR-TAG Chair and confirmed by the RR-TAG. The specific responsibilities  of the Vice-Chair are designated by the RR-TAG Chair. 

Thus, I believe that the motion is in order (the EC does have to confirm Denis as Vice-chair of 802.18), as the procedures followed to bring Denis before the EC as a candidate for EC confirmation were correctly observed.

Our procedures say:
5.1.2 Chair
LMSC Working Group Chairs and Vice Chairs shall be elected by the Working Group and

As stated above, 802.18's P&P says "appointed by the Chair and confirmed by the TAG" (members) 

By my read of what has been put before me "appointed by the chair and affirmed by the membership" is not the same or even equivalent to "elected by the Working Group" 
 

This is no reflection whatsoever on Denis whom I would have been delighted to vote to confirm had his placement been done according to procedure. 
 
Understood that you have no issue with Denis, but with procedure ... I believe I have demonstrated that the 802.18 P&P *ws* followed ... in fact, read on ... 

If I am mistaken please point me to chapter and verse. 
  
Having read ahead one e-mail, to Mat's questions to Geoff and myself, I will answer here ...

Before making the appointment, I noted to the group that Denis had been effectively doing the work of a Vice-chair/Secretary since the inception of 802.18 at the July 2002 Plenary. I asked informally if anyone else was interested in being Vice-chair (ear-shattering silence and mild head shaking of the side to side variety) and then, as sort of a "straw poll" if anyone would have any issue with me appointing Denis as Vice-chair of 802.18 ... again, it was VERY clear that NOBODY else wanted to sign up to do the work of Vice-chair and that everyone was VERY happy with Denis.

It was at that point, seeing no others interested in the position and everyone supportive of Denis being appointed that I stated that I would make the appointment, per the approved 802.18  P&P.

The confirmation was moved by Mr. Notor and seconded by Mr. Murray.

The confirmation motion carried unanimously (and enthusiastically, I might add).

I hope that this clears up Geoff's concerns about procedural correctness and that he will consider changing his DISAPPROVE vote to APPROVE.
