[802SEC] getIEEE 802 program agreement for approval at Friday EC meeting

All,
 
Attached is the getIEEEE 802 program agreement that Karen, Jerry Walker, Bill Quackenbush and myself developed this week.  The agreement was needed since the program has transitioned from from 'trial' to 'full use'.
 
It will be presented at the closing EC meeting for approval.
