Your first assumption is correct i.e. "but will simply be providing connectivity and the safety issues will be addressed by other standards or specifications that use the provided vehicular wireless access". This was the sentiment of the group. Indeed IEEE groups P1609 (Layers 3 and above for Wireless Access in Vehicular Environments (WAVE) communications) & P1556 (security for WAVE systems) are working closely at the upper layers with the National Public Safety Telecommunications Council on public safety requirements.
 
Therefore, to address your concerns with your good suggestion the corrections to the paragraph 19 would read:
 

19. ADDITIONAL NOTES: The primary use of the amendment will be in support of surface transportation safety applications. Some examples of such applications are: intersection collision warning, stopped vehicle hazard warning, emergency vehicle approach warning, work zone warning, and road hazard warning. The standard will not address the safety issues of the cited example applications above, but will be providing connectivity where the safety issues will be addressed by other standards or specifications that use the provided vehicular wireless access.

 

If this is suitably accepted, then it would be added to the submitted PAR for NesCom.

Comments:
 
1.  I congratulate the study group on producing thoughtful and detailed responses to the Five Criteria.
 
2.  PAR item 19 -- The additional information raises a concern as to why the provided text was not included in PAR item 18.  If I understand the nature of the project correctly, the 802.11 standard itself will not address the safety issues of the cited possible applications (e.g., collision avoidance), but will simply be providing connectivity and the safety issues will be addressed by other standards or specifications that use the provided vehicular wireless access.  If this is correct, I would recommend addition of a sentence to this effect to the note in 19.  If it is not correct, the paragraph in 19 should be moved to the explanation field of 18 as an appropriate red flag of the intended use of the standard.

Dear EC members,
 
Bob O'Hara informed me this afternoon that Stuart has met his obligation to provide the 802.11 closing report to the EC Recording Secretary. 
 
This is an EC email ballot to make a determination on the following motion:
 
Request the IEEE 802 Executive Committee to approve the PAR - 802.11p -Wireless Access in Vehicular Environments (Amendment to the 802.11 Standard), & 5 Criteria – and forward to NESCOM.
Mover: Stuart Kerry
Second: Bob O'Hara
 
The PAR and five criteria are attached.  Please recall this is a continuation of the motion made during the July closing EC meeting.
 
The ballot opens 4pm edt 27 July 2004 and closes in 15 days on 4pm edt 11 August 2004.
