[802SEC] Draft PARs & 5Cs for Body Area Networking and 15.4 MAC enhancement

Dear EC Colleagues

The following PARs (and corresponding 5C documents) are being submitted in 
compliance with the 30 day rule for submissions of PARs to the EC:

At the July Plenary, 802.15 passed a motion to submit a draft PAR for a 
wireless Body Area Networking standard (802.15.6) for EC approval  and 
forwarding to NesCom.

At the September Interim Session, 802.15 passed a motion to submit a draft 
PAR for 15.4 MAC enhancements (802.15.4e)  for EC approval  and forwarding 
to NesCom.
