As a member of the 802 OC and a former member of the 802 EC I'd like to
jump in.

I agree that it is up to the NC-SASB to change their directive concerning 
decision
making wrt. 802.20 and it is not in 802's power to change. Furthermore, I 
think
it is premature to be petitioning the NC-SASB for this change to occur. I 
would
want to see the NC-EC making decisions until the first standard is approved 
by
the SASB.

However, given the actions taken in July I am reasonably convinced that the 
need
for closed door meetings of the NC-EC will not be needed. Hence the 
additional
burden should be low.

Furthermore, I believe that any decisions taken on moving 802.20 forward to
Sponsor Ballot and to REVCOM be debated as normally done in 802 EC meetings.
Everyone on the EC should be allowed to ask probative questions concerning 
the
readiness of the draft to be advanced and to state their opinion on its 
readiness.
Members of the audience should be allowed time at the microphone as has been
done in the past. However, the final decision rests with those members who 
are
part of the NC-EC.

I want to get a sense of the EC regarding the non-conflicted EC partitioning 
on 802.20 WG matters.  Do you think it is reasonable for us to consider 
abolishing the non-conflicted EC, now that the 802.20 WG has moved to entity 
voting and seems to be operating in a fair, open and unbiased manner (at 
least that is my opinion)?

I am not sure if we have the authority to abolish the non-conflicted EC, 
that may rest with SASB.  But we can petition SASB to abolish it, if that is 
the consensus of the EC.  Something to think about....

Please weigh in on this via the reflector.  We can discuss it a bit at the 
opening EC meeting during the non-conflicted EC status request agenda item, 
but we don't have time to get in to a long discussion.
