[802SEC] IEEE P802.22 Clause 14 Report on Procedure for Conditional Approval to Forward a Draft Standard



Dear members of the EC,

At the March 2011 IEEE 802 Plenary meeting, conditional approval was granted to forward IEEE P802.22 Draft Standard for Wireless Regional Area Networks, to IEEE SA RevCom. Details are provided in the attached report. The summary of the response to the IEEE 802 LMSC Operations Manual Clause 14 'Procedure for Conditional Approval to Forward a Draft Standard' items are as follows:

a) The recirculation balloting is complete. The second recirculation ballot and comment resolution occurred essentially in accordance of the plan presented.

b) At the end of the Sponsor Ballot Re-circ #2,

1.       The Approval rate increased from 94% to 97%. So the Approval Rate was greater than 75% and

2.      None of the new comments had 'Must be Satisfied' conditions on them. Both the commenters have registered their vote as APPROVE. So there were no new negative DISAPPROVE votes.

c) No technical changes have been made.
Six comments were received at the end of 2nd SB Re-circ. There was one Editorial Comment and five Technical comments. None of the new comments had 'Must be Satisfied' conditions on them. Both the commenters have registered their vote as APPROVE.


The Comment Resolution Committee disagrees with two comments. Other three technical comments are editorial since they are related to the inconsistency in the format of the tables rather than the content of the tables themselves. Commenter agreed that these comments can be resolved editorially, and confirmed this via an e-mail. The 802.22 CRC asked the Chair of 802, Mr. Paul Nikolich as well as the IEEE SA Sr. Program Manager, Document Development (Michelle Turner) and Ms. Tricia Gerdon for their opinion and they agreed that these comments can be resolved editorially during the publication process.

So no technical changes have been made.

d) There were no new valid DISAPPROVE comments.

e) There were no new invalid DISAPPROVE comments.

We believe that all the Clause 14 conditions to forward the P802.22-D3 to the IEEE-SA RevCom have been satisfied and we plan to make the submission of the P802.22-D3 Draft to the RevCom.
