[802SEC] Minutes for "LMSC Rules Review"

As announced, the LMSC Rules Review was held last night.

Comment resolution on an updated "IEEE 802 Orientation for new participants" is reflected in: https://mentor.ieee.org/802-ec/dcn/11/ec-11-0010-01-00EC-draft-newcomer-orientation-update.ppt

The intent is that this document will replace "IEEE 802 Detailed Overview" which is now very dated and would be removed from the IEEE 802 LMSC website.  This will be raised as a discussion point at the EC meeting this morning.
