[802SEC] Proposed LMSC OM change -- Plenary Venue Selection Process

As discussed previously, here is the proposal for an additional paragraph to LMSC OM 5.1.2 to describe the steps for a Venue Contract.

The proposal is for discussion on the reflector prior to the July Plenary Rules meeting on Sunday July 15th for inclusion in the set of changes for that week.
