The treasurer is
 - a member of the EC
 - a position that is to be confirmed
 - a voting member of the EC

Under the current (or any of the proposed changes), the treasurer is 
required to submit an endorsement letter.

Or do you mean WG treasurers?  We currently do not confirm WG 
treasurers, their existence is totally under the control of the WG.
