First a note about process. We have approved P&P changes, but they have not yet been submitted to AudCom. This is the time in which we are bundling changes to be submitted to AudCom. To do this for the next meeting (September, I think) we need to approve the changes on Monday morning so it can be put on their agenda. Hence, now is the time to bundle up changes for the P&P.

Yes, it was a slip there, it is the letters of endorsement.

WG Vice Chairs are not members of the sponsor and hence are neither voting nor non-voting members. Our recent change (which has not yet gone to AudCom) allows the WG Vice Chair to vote in case of absence of the WG Chair. Hence, they should be included (and are currently included) in the requirement.

The P&P does not indicate that WG Chairs or WG Vice Chairs are confirmed by the Sponsor. That occurs only in the WG P&P. I think that is bad because you have to read three documents to find the answer to a simple question. Plus, confirmation is a requirement of the EC, not the WG, and hence, this should be in the EC P&P.

Adding a procedure might be an easier way to do this, but the goal would be to generate text for Sunday night that has consensus among the EC for Monday morning approval.

From the context, I think you are referring to the "letter of endorsement," not the affiliation statement.

In trying to understand exactly what "non-voting members of the Sponsor" means, I looked it up. Clause 4 says that the non-voting members are:
	Members Emeritus
	Chairs of Hibernating WS
	Acting positions (prior to confirmation)
I notice that this does not include WG Vice Chairs, which seemed to be the main issue of your message.

Looking at the broader picture, I am aligned with Pat, who didn't see any flaw in the existing text except that it leaves out the IEEE 802 Chair. I think it would good to fix this, but I don't think it's urgent. I would suggest that any change be bundled together with other edits in a larger package to AudCom.

  2) Should we add a list of the persons to be confirmed by the Sponsor?

I think that's a good idea to list the positions, but I think it would be informative rather than normative since the P&P already specifies the conditions. I don't think the list should be in the P&P. Generally speaking, I think it would be good to expand this into a documented procedure (e.g., "Procedure for election and confirmation of Sponsor members and WG officers") that could be added to the OM.

Could you remind me what is wrong with the existing text? The only thing I can see is that it leaves out the IEEE 802 Chair since he is elected rather than confirmed by the sponsor. But that could be fixed by adding "ore elected" after confirmed.

In the interest of getting the P&P changes onto AudCom's agenda, I would
like to start discussion of the proposed changes by email so that we can
have some level of consensus by the Sunday night rules meeting that will
lead to a successful motion on Monday morning.

Accordingly, I would like to take up discussion of one of the proposed
changes on this email in search of feedback.

Every 2 years, the Recording secretary asks for letters of endorsement
from potential EC members.  Currently the rule states "Any person to be
confirmed by the Sponsor shall ...".  I had produced two suggestions:

  a) "All members of the Sponsor shall ..."
  b) "All voting members of the Sponsor shall ..."

However, I have noticed that this leaves out WG and TAG Vice Chairs, who
are not members of the Sponsor, but can vote (under the newly modified
rules) and are confirmed by the sponsor.

It turns out that there is no central place that lists all the persons
that are to be confirmed by the Sponsor.

So 2 questions:
  1) Should non-voting members of the Sponsor be required to file
letters of affiliation including the statement regarding how to vote?
  2) Should we add a list of the persons to be confirmed by the Sponsor?
