[802SEC] PAR presubmissions for November NesCom agenda

EC Colleagues 

With Paul's permission I am pre-submitting the following items for the NesCom agenda in order to meet the October 18th deadline for submissions.

- A PAR modification request for P802.1AX-REV, the text of which can be seen here:

- A PAR extension request for P802 O&A, the text of which can be seen here:

Both of these items will be on the closing EC agenda in November.
