[802SEC] Proposed P&P change for March

James,

I have a proposed editorial change to P&P 5.2.1 as follows:

Change: "Hibernating WG Chairs become Non-Voting Members of the Sponsor 
after their WG enters hibernation. The Sponsor Chair may appoint new 
hibernating WG Chairs to replace vacancies as soon as practical, subject 
to confirmation by the Sponsor at the next plenary meeting."

To:  "WG Chairs become Hibernating WG Chair Non-Voting Members of the 
Sponsor after their WG enters hibernation. The Sponsor Chair may appoint 
new hibernating WG Chairs to replace vacancies as soon as practical, 
subject to confirmation by the Sponsor at the next plenary meeting."

Rationale: moving the descriptor "Hibernating" from its current position 
to the proposed position resolves a logical inconsistency in the current 
text.

Please put it in your queue for discussion at the appropriate time.
