[802SEC] IEEE P802.3cq Maintenance #13: Power over Ethernet over 2 pairs and IEEE P802.3cr Maintenance #14: Isolation

In support of subclause 9.2 'IEEE 802 LMSC Approval' of the LMSC Operations Manual, based on its '48 hour' rule provision, and the concurrence of the sponsor chair as required, please find below the required information in respect to two IEEE 802.3 maintenance PARs.

Title: Standard for Ethernet Amendment: Maintenance #13: Power over Ethernet over 2 pairs

[2] Explanatory technical background material:

Editorial and technical issues have been identified in Clause 33, Power over Ethernet over 2 pairs. These issues need to be addressed to improve the accuracy and clarity of the standard.

The draft PAR is pending IEEE 802.3 Working Group approval at its closing plenary Thursday.

[2] Explanatory technical background material:

There are subclauses titled "Electrical isolation" throughout IEEE Std 802.3 requiring isolation meet one of three electrical strength tests with references to the IEC 60950 "Information technology equipment - Safety" series. IEC 60950, however, has been replaced by the IEC 62368 "Audio/video, information and communication technology equipment" series and therefore an update to all isolation material in IEEE Std 802.3 is required.

The draft PAR is pending IEEE 802.3 Working Group approval at its closing plenary Thursday.
