I like Clint's suggested change.

I would say that if the documentation for the item is not available when the item is requested it should not be on the Consent Agenda.
All parts should be included in the request.  I do not believe it is very polite to ask the EC members to check after the posting of the agenda for Consent Agenda Items.
I would also argue that Consent Agenda Items should be requested at least a week prior to the meeting.  This gives time for people to review it.
If you don't have time to review, I would say we have more likelihood of having it be pulled, and then we have spent a lot of time putting it on and off the Consent Agenda.

Previously, we had written procedures for requesting consent agenda items for the Plenary Week closing meeting, which I remind everyone of prior to Plenary Week.  I Have requested that James Gilb consider their codification into the Chair’s Guidelines at the July Rules Meeting.

    • IEEE 802 Recording Secretary (D’Ambrosia)
    • IEEE 802 EC Reflector

           Subject field – “+++ EC Consent Agenda – Topic +++”

           Motion text must be provided.  If available, use text from motion template file.

           Any supporting documentation (entered as a Mentor document) to be considered must be sent by Sunday 8am

           Send URL to

    • IEEE 802 Recording Secretary (D’Ambrosia)
    • IEEE 802 EC Reflector

           Recording Secretary will only add to Monday Opening Consent Agenda if appropriate documentation has been provided as noted.

           Any item may be removed from the Consent Agenda, if requested by any member of the EC.

 

This is the same procedure as closing week with the exception of the change of the days.  This is what I have proposed to James for consideration for codification.
