[802SEC] 802.16t PAR and CSD

Dear EC,

Attached for consideration at the November Plenary is a draft PAR and CSD for
an amendment to 802.16.

This is the Licensed Narrowband Amendment that was announced on the October 1st EC teleconference, and further described in presentation 802.15-19-0412r3
