Status of Project IEEE 802.11k

Radio Resource Measurement Enhancements

This Task Group will define Radio Resource Measurement enhancements to provide mechanisms to higher layers for radio and network measurements.


The new supplement to the standard:
  • will define and expose radio and network information to facilitate the management and maintenance of a wireless and mobile LAN. 
  • shall be compatible with the IEEE 802.11 MAC.
  • shall implement all mandatory portions of the IEEE 802.11 standards and specification.
  • targets further developing the management of all 802.11 networks.

    Orlando, Florida  Mar 2008

    The Taipei meeting was held Mar 16-21, 20008.   There were teleconferences between the Taipei and Orlando meetings from which we prepared comment resolutions from the 4th, 5th, and 6th Sponsor Ballot Recirculations.  The Orlando meeting objectives were to process Sponsor Ballot recirculation #6 comments and deliver a conditional report to the Executive Committee and deliver the D13.0 for review to REVCOM.  The objectives for Orlando were met.  D12.0 was submitted in a conditional report to the Executive Committee.  There was an objection on an issue of MIB compilation.  The comments were resolved and the draft re-circulated as D13.0.   The conditional report on D13.0 was submitted to the Executive Committee and, by default, forwarded to REVCOM for review to be forwarded to send to REVCOM.  These actions conclude the standards development of 11k.  Barring any complications or requests from REVCOM or NESCOM, the work is completed.

    Taipei, Taiwan Jan  2008

    The Taipei meeting was held Jan 13-18, 20008.   There were teleconference meetings in San Jose  between the Atlanta and Taipei meetings from which we prepared comment resolutions from the 3rd Sponsor Ballot Recirculation .  The Taipei meeting objectives were to process Sponsor Ballot recirculation #3 comments and get ready for recirculation #4.  The objectives for Taipei were not met in that the ballot closed just after the Closing Plenary at Taipei.  Teleconferences are  held on Thursdays at noon (1-2 hours) ET from 1/24/08 to 3/13/08, which end just before the Orland 802 Plenary to be held from 1/16/08 to 1/21/08.

    The San Francisco, Ca meeting was held Jul 15-20, 2007.  The teleconferences between the Montreal and San Francisco meetings prepared comment resolutions from LB103 for the LB103 Conditional Sponsor Ballot report to be approved by Executive Committee.  An Ad Hoc was held in San Jose, Ca on Jul 11-13 at Cisco Systems to process Sponsor Ballot comments.  The San Francisco meeting objectives were to process Sponsor Ballot comments.  The Conditional Sponsor Ballot report was approved by the Executive Committee and the TGk draft went to Sponsor Ballot on 7/11/07.  The objectives for San Francisco were met.     The Montreal meeting was held May 13-18, 2007.  The teleconference between the Orlando and Montreal meetings prepared comment resolutions from LB103 and readdressed no-voter comments that have carried over from LB 78 on.  The Montreal meeting objectives were to complete LB103 comment resolution and go to Sponsor Ballot.  Conditional Sponsor Ballot, that was granted at the Orlando meeting, conditions were met and the Sponsor Ballot started after the Montreal meeting.  The objectives for Montreal were met.     Dallas, Texas  November  2006

    The Dallas meeting was held Nov 12-17, 2006.  The teleconferences between the Melbourne and  Dallas meetings prepared draft 6.0.  The 11k 15 day Recirculation Letter Ballot 90 comment resolution finished after the Dallas meeting on 11/16/06.   The Dallas meeting objectives were to complete LB90 comments and move on to Sponsor Ballot.  The objective of moving on to Sponsor Ballot was not met and worse, TGk could not even go to recirculation because the LB90 comments were received after the official meetings ended.  This means that TGk cannot go to Recirculation LB until after the London meeting.  The comment resolutions addressed the decreasing number of technical issues related to the LB90 comments.   Teleconferences are  held on Thursdays at noon (1-2 hours) ET from 11/30/06 to 1/11/07, which end just before the London, UK 802 interim to be held from 1/14/07 to 9/19/07.

    The Anaheim interim was held Sep 18-22, 2005.  Letter Ballot (LB73) editorial and miscellaneous comments were processed by teleconference between the San Francisco and Anaheim meetings and reaffirmed at the Anaheim meeting.  An ad hoc was held in Seattle, Wa the week before the San Francisco meeting and, again, this work was reaffirmed at the Anaheim meeting.  The Anaheim meeting objectives were to process LB73 comments and move on to Letter Ballot again.  The objective of moving on to Letter Ballot again was realized.  The eighteen technical presentations addressed technical issues related to the LB73 technical comments.   All of the LB73 comments have been addressed at the end of the Anaheim meeting.  Teleconferences are  held on Thursdays at 11:30am (2 hours) ET from 9/29/05 to 11/10/05, which end just before a Vancouver plenary to be held from 11/13/05 to 11/18/05.

    San Francisco, California  Jul  2005

    The San Francisco plenary was held July 17-22, 2005.  Letter Ballot (LB73) editorial and miscellaneous comments were processed by teleconference between the Cairns and San Francisco meetings and reaffirmed at the San Francisco meeting.  An ad hoc was held in Brisbane, Ca the week before the San Francisco meeting and, again, this work was reaffirmed at the San Francisco meeting.  The San Francisco meeting objectives were to process LB73 comments and move on to Letter Ballot again.  The objective of moving on to Letter Ballot again was not realized.  The twenty three technical presentations addressed technical issues related to the LB73 technical comments.   Two controversial measurements were removed; Hidden Station and Medium Sensing Time Histogram.  Two more simplified measurements were added, a triggered QoS measurement and a simplified signal quality measure.  Approximately two thirds of the LB73 comments have been addressed at the end of the San Francisco meeting.  Teleconferences are  held on Thursdays at 11:30am (2 hours) ET from 7/28/05 to 9/7/05, which end just before a Seattle, Wa ad hoc to be held from 9/13/05 to 9/15/05.  The next wireless interim in Anaheim, Ca meeting then starts the next week on 9/18/05.

    The Cairns, Australia interim was held May 15-20, 2005.  Letter Ballot (LB73) editorial comment resolution teleconferences were held and all editorial comments were processed by teleconference between the Atlanta and Cairns meetings.  The Cairns work was all oriented toward LB73 technical comment resolution.  The Cairns meeting objectives were to process LB73 comments and move on to Letter Ballot again.  The objective of moving on to Letter Ballot again was not realized.  The technical presentations addressed technical issues related to the LB73 technical comments.   The participants were assigned categorized comment assignments.   Approximately half of the LB73 comments were addressed at the Cairns meeting.  Teleconferences are  held on Wednesdays at 11:30am (2 hours) ET between 6/8/05 and 7/13/05 which end just before the San Francisco, Ca meeting that starts on 7/18/05.

    Atlanta, Ga  March  2005

    The Atlanta, Ga plenary was held Mar 13-18, 2005.  Letter Ballot (LB73) was approved at the Monterey meeting and ended on 3/15/05 at 2359ET during the Atlanta meeting.  The Atlanta meeting objectives were to process LB73 comments and move on to Letter Ballot recirculation.  LB73 did not pass, however, because it did not meet the 75% yes votes.  The meeting was spent categorizing the comments for processing and resolving some comments.  The technical presentations addressed passive scan and signal quality measures that are important to the technical viability of the protocols.   The categories have changed somewhat for this LB review.  They are: Antenna, Beacon, Channel Load, Chan-Rpt, Editorial, General, Hidden, Histograms, Link Margin, Location, Medsense, MIB, Misc, Neighbor, Noise, Parallel, Periodic, PICS, Power, Probe, QoS, RCPI, RPI, Security, STA, TPC.  Teleconferences are  held on Wednesdays at 11:30am (2 hours) ET between 3/23/05 and 5/10/05 which end just before the Cairns, Australia meeting that starts on 5/15/05.

    The Monterey, Ca plenary was held January 16-21, 2005.  The Monterey meeting was spent confirming San Antonio to Monterey teleconference-processed editorial comments as well as addressing technical comments in Monterey.   The comments are being resolved through categories that were established at the Berlin meeting.  The categories are the following:  Security, Neighbor, Periodic, RCPI, Histogram, TPC, STA, MIB, PICS, Editorial, Hidden, Beacon, Parallel, Request/Report, QoS, ANA, and Misc.  The Monterey meeting concentrated on resolving technical comments and on preparing a Letter Ballot for the period between Monterey and Atlanta.  Document 05/1640r4 contains the agendas for the four days of meetings.  The minutes of the Monterey meeting can be found in document 05/0042rX.     Seattle, Washington  October  2004

    The second Seattle Ad Hoc was held October 19, 20, 21, and 22.  The ad hoc meeting was spent processing Letter Ballot 71 (LB71) technical comments.   The comments had been separated into categories at the Berlin meeting.  The categories are the following:  Security, Neighbor, Periodic, RCPI, Histogram, TPC, STA, MIB, PICS, Editorial, Hidden, Beacon, Parallel, Request/Report, QoS, ANA, and Misc.  Comments from most of the categories were addressed at the Seattle meeting.  The Seattle meeting concentrated on technical comments, so most editorials were not addressed.  Document 04/1193r5 contains the agendas for the four days of meetings.  The minutes of the Seattle Ad Hoc can be found in document 04/1200r3.     Berlin, Germany  September  2004

    Letter Ballot 71 (LB71) on the IEEE 802.11k draft 1.0 completed at midnight on 9/11/04.  LB71 failed at 73.8% which means that a Letter Ballot must be issued again.  LB71 generated approximately 1100 comments.  At the Berlin meeting, Task Group 11k had thirteen presentations and developed categories and subcategories of comments.  TGk also processed and voted on 46 comments.  Between the Berlin to San Antonio meeting times, 11k will be holding teleconferences to process editorial comments.    The teleconferences are  held on Wednesdays at 8:30am (2 hours) between 9/29/04 and 11/10/04 which end just before the San Antonio, Texas meeting that starts on 11/14/04. The group will also be conducting an ad hoc meeting in Seattle, Wa, 10/19/04-10/22/04, to work on technical comments.  The major technical content of the comments from LB71 include technical issues of 1. Neighbor Report capabilities, 2. Use of Histograms, 3. Beacon Requests and Reports, 4. RCPI Use, and 5. the use of TPC mechanisms for measurements.

    Portland, Or  July  2004

    Task Group 11k completed the 0.14 specification review during this meeting.  The group had accomplished some of the comment resolution (editorials) on teleconferences between the May and July meetings.  There were three major technical issues remaining at the start of the Portland meeting; 1. Security of Measurement Frames, 2.  Neighbor Report, and 3.  MIB Discrepancies.  During the Portland meeting, the Security of Measurement Frames got moved to a new 802.11 study group on the "Security of Management Frames".  The Neighbor Report got revised by an ad hoc group and was accepted with the functionality of enabling fast handoff through measurements.  The MIB got revised and addressed and a new MIB (with explanation of how 11k uses the MIB), was accepted and put into the draft specification.  The group voted to go to Letter Ballot and the Letter Ballot was voted and approved at the Portland Closing Plenary.   This 40 day Letter Ballot will be finalized by the Berlin meeting.   IEEE 802.11k holds weekly teleconferences.   The teleconferences are  held on Wednesdays at 8:30am (1 hour) between 7/21/04 and 9/8/04 which is just before the Berlin, Germany meeting that starts on 9/12/04.

    Task Group 11k closed the 0.14 specification review on 4/13/04 with 245 comments.  The group had accomplished some of the comment resolution (mostly editorials) on teleconferences between the March and May meetings.  During the Garden Grove, Ca meeting, 11k completed most of the technical comments from the D0.14 review (95%).  The main focus of the technical presentations at the Garden Grove meeting were on the open comment resolution issues, on security proposals to secure measurement frames, and on some desired changes to the Site Report.  Two security proposals were presented, neither of which passed.  The teleconferences between Garden Grove and Portland will address the remaining technical comments and finish resolving the editorial comments (~137 left).  The teleconferences are  held on Wednesdays at 8:30am (1 hour) between 5/19/04 and 7/7/04 which is just before the Portland, Or meeting that starts on 7/11/04.

    Orlando, Fla  Mar  2004

    11k finished the review of the 0.9 specification in teleconferences before the Orlando meeting.  The results of the review were made in submissions from members in the Orlando meeting.   There were 324 comments on the draft and there are approximately 25 left open that need to be resolved following the Orlando meeting.  D0.13 was created during the Orlando meeting with the major changes from the review.  D0.14 is the draft that contains the other changes from the Orlando meeting and is the target of another review starting on 3/26/04.  The review finishes on 4/13/04 and comment resolution will occur in the teleconferences to be held on Wednesdays at 8:30am (1 hour) between 4/14/04 and 5/5/04 which is just before the Garden Grove, Cal meeting that starts on 5/9/04.

    In December 2003, the 11k group announced a review of the 0.9 specification.  The review was returned on 1/5/04.  There were 324 comments on the draft.  The Vancouver meeting was spent processing those comments and writing responses to the comments.

    Seattle Interim  Oct  2003

    The 11k group held an ad hoc meeting in Seattle on Oct 15, 16, and 17.  This meeting was specifically for developing a MIB proposal that could be presented at the Albuquerque 802 meeting in November 2003. The ad hoc meeting met this purpose and delivered a completed MIB that included all the existing 11k processes in it.
