To develop a standard specifying interworking
with external networks
IEEE 802.11u PAR Document
Background
IEEE 802.11u is a task group within the IEEE 802.11 working group that was chartered
to allow devices to interwork with external networks, as typically found in hotspots.
In this case, interworking refers to MAC layer enhancements that allow higher layer
functionality to provide the overall end to end solution. Indeed the detail of the
proposed requirements is described in document (05/0822r11).
The overall purpose of IEEE 802.11u is to assist the advertising and connection to remote
services beyond the DS and indeed it intends to provide information to the STA about
the external network prior to association. IEEE 802.11u provides a “virtual point of presence”
for many different networks through a single AP.
IEEE 802.11u allows IEEE 802.11u-compliant products to interwork with external networks
beyond the scope of the IEEE 802.11 DS itself. The IEEE 802.11u specification does not
tell the adherents what to do with the external networks, as this is truly out of scope
of IEEE 802.11; it merely allows the possibility of the upper layers establishing a
transparent end to end connection.
Objectives
IEEE 802.11u assists the advertising and connection to remote services beyond the DS.
It provides information to the STA about the external network prior to association.
To achieve this IEEE 802.11u will create an amendment to address interworking
issues between an IEEE 802.11 access network and any external network to which
it is connected.
This must be done in a generic manner without prejudice to any particular networking
technology, although there is a tacit assumption that information exchange is
achieved through the use of IEEE 802.3.
Upon further analysis of this primary objective, it is clear that interworking, is
actually a collection of different functionalities, resulting in a set of smaller
individual issues which collectively define interworking.
Specifically these issues (clusters) are currently:
- Network Selection
- Emergency Call support
- Authorization from Subscriber Network,
- Media Independent Handover Support
Goals
The goal of IEEE 802.11u is to produce an amendment to the IEEE 802.11 standard to allow
a common approach to interwork IEEE 802.11 access networks to external networks
in a generic and standardized manner.
It is felt that this will not only help users within home, enterprise and public
access markets, but also assist manufacturers and operators to provide common
components and services for IEEE 802.11 customers.

- During industry interoperability testing it was discovered that there were errors in numbers
administered by the IEEE 802.11 Assigned Numbers Authority (ANA).
It was decided that the best way
to fix these errors is to amend the draft prior to publication, from D12.0 to D13.0, and initiate a
5th re-circulation ballot.
- The 5th re-circulation ballot started on Thursday 11th November 2010

- Conditional RevCom approval is now required for a second time

The main achievement of this meeting was the approval of the PAR and 5 Criteria document by the working group
Initial list of open issues to be addressed, which is not exhaustive, as stated in the PAR
- Network Detection and Selection
- This provides additional information to STAs about the characteristics of the network to support network selection decisions
- As part of this, the proposed IEEE 802.11u will investigate aspects related to beacon scaleability
- Secure Portal Page/IEEE 802.11i co-existance
- The
majority of current hotspots use portal pages to support authentication
and a solution is needed for allowing the full IEEE 802.11i to operate
in parallel
- Issues include support for new user sign up in IEEE 802.11i enabled networks
- MAC address anonymity
- This provides protection for the terminal identity
- Policy enforcement
- Issue concern how policy rules from the network are enforced within the IEEE 802.11 access point
- Specific
requirements placed on IEEE 802.11 by external network operators, where
traffic enforcement policies are applied to user traffic. This
particularly applies to the scenario where multiple operators share the
IEEE 802.11 hotspot infrastructure.
- External QoS mapping
- Issues concerning specific external network requirements mapping to IEEE 802.11
- Issues concerning the co-ordination of admission control between the air interface and external networks
- Charging
- Specifically charging information, generated within the Access Point, is required to be communicate to the external network
- The proposed IEEE 802.11u will define a mechanism to collect such information
- Access Router identifier
- This is either within the beacon or is an information element within an IEEE 802.11k neighbor information element
- It provides an indication as to whether handover is at layer 2 or layer 3

The main achievement of this meeting was the refinement of
technical issues, helping to define PAR scope, purpose and roadmap of a
future Task Group (IEEE 802.11). These discussions led to an updated
open issues list as described below

Motivation
Hotspot use is currently gaining interest not only with ISPs but also
with Cellular operators. It will become an increasing larger issue in
public communications and it is felt by many that interworking of hotspots
to external networks must be addressed by the IEEE 802.11, even if the
conclusion of an initial investigation is that further standardization
is not actually required.
Initial May 2004 Meeting Objectives
- Identify technical requirements, such as those on the MAC layer
- Determine impacts on IEEE 802.11, for example
- network selection: is anything additional required in the MAC to support
network selection, such as operator advertisement, discovery of
network capabilities before authentication etc
- resource management: MAC layer interactions with end-to-end resource
allocation protocols, and exchange of information between MAC and higher layers
to support admission control, accounting, resource monitoring etc
- Determine relationship with external standardization bodies
Work to be done
- Creation of PAR and 5Criteria with the objective of producing an output
document which defines how to interwork IEEE 802.11 equipment with external
networks (Cellular, Enterprise, ISPs) and where the control of such a system
lies
- Draft set of open issues (e.g. layer 2 and layer 3 impacts)
