Please be aware that the IEEE Standards Board FAQ (http://standards.ieee.org/faqs/patents.pdf) includes:

“4a. Should a Call for Patents be issued at a Study Group or other pre

-

PAR meeting?

No. However, it is recommended that the „Patent Slides for pre-PAR Meetings‟

be used in these meetings.”

Of course,  we then might enter into discussion as to which activities are pre-PAR.    Certainly WNG

and study groups fit that description.
