Dear CAC, R2 of the template modified according to some of Joe's suggestions. Joe also suggested changing "Liaison Communication" to "Liaison Statement". The rationale for keeping "communication" is that our P&P talk in terms of communications and public statements. Public statements are held to a high level of authorization. So I want to avoid muddying the waters by introducing the statement terminology. This is somewhat embedded, e.g., in the 802 EC motion template. The approval motion reads: "Approve <doc-url> as communication to <recipient>, granting the IEEE LMSC chair (or his delegate) editorial license."
