[STDS-802-11-CAC] Avoiding number assignment fiascos

It occurred to me that we have a tool to help identify situations where

two TGs are picking the same value for a bit position or an enum value,

or even are adding a field to an element/frame in the same place:

 

Every document has a list of tables and figures.  So do a diff between

the lists in the amendments.  Then check every table/figure that appears

in more than one amendment.

 

[This does not help if REVm has made a change, since REVm will show

all the tables/figures.  That still has to be done manually.]
