[STDS-802-11-EDITORS] Additional ANA request for REVmd

Please advise if I can use the allocated value of 115 for dot11SMTbase16.

Actually, all I am asking for are "Allocate", and there is no

"Release" request. Please see if the instructions filled therein are

clear enough.
