Hello Edward,
Could you provide some examples?
We have a general rule that we don’t capitalize terms. So I presume you are talking about names (which we do capitalize). Do you mean things like
No-Fragmentation field vs No-fragmentation field
My personal opinion is that we should capitalize all words in a name, even the word after the hyphen (e.g., Flim-Flam field). And further should capitalize conjunctions and prepositions in the name as well (e.g., Flim After Flam field, Flim With Flam field, Flim And Flam field, etc.)

Subject: [STDS-802-11-EDITORS] A REVme comment on hyphenation: any advice?
--- This message came from the IEEE 802.11 Editors' Reflector ---
Dear Robert and all,
Do you have any comment or suggestion on the following REVme comment on hyphenation?
---We need to reach consensus on whether hyphenated terms in uppercase context have all initial letters capitalised or only the very first one
---
Thanks and Regards,
Edward
