[STDS-802-11-REG] Proposed TVWS text about requirement for market success



Hi All,

 

   From knowledgeable TV band database participants, we know four months ago that 26.5 million people in the USA did not have the opportunity to use 3 TV channels with TVWS devices. For current US population of 315,324,135, 8% do not have access to three or more TVWS channels.

 

Proposed text for 802.11-13/156, replacing the second heading and following four paragraphs:

 

FOR A SUCCESSFUL TVWS MARKET, EVERY HOUSEHOLD SHOULD BE ABLE TO USE THREE OR MORE 40 mW TVWS CHANNELS WITH MORE THAN 99% CONFIDENCE

25 years of engineering analysis and deployment experience with 802.11 in the 2.4 GHz band confirms that a minimum of three 6 MHz channels is required for successful Wi-Fi deployments.

The 18 MHz of TVWS spectrum need not be contiguous or in the same location throughout the nation. In addition, the 18 MHz should come in minimum contiguous segments of 6 MHz.

Ensuring a minimum number of quality channels (power levels on par with current TVWS regulations) on a nationwide basis is much more important than having many channels in many areas and no channels in two million households.

IEEE 802.11 is developing the IEEE 802.11af amendment, a new wireless LAN standard designed to operate in TVWS 6 MHz channels following current FCC rules  However, in order to guarantee success in the market we believe that a minimum amount of unlicensed use spectrum should be available, especially in the largest metropolitan areas.
