In this case several operators loaded the non US software while operating in the US or its territories and the result was to cause interference in bands the equipment was not authorized to operate.
Note the requirements of what they must do to remedy the situation. This is why any scheme to upload country configurations must have adequate checks and balances to prevent operator misuse.
