The global table E-4 is available for use in every country as it is a superset of the other tables.
No countries permit every operating class.
It necessarily contains operating classes that are not available in any one particular country.

I don't understand the logic of the comment CID 11045 and its resolution in your proposal 11-13/0987r0. Table E-5 listed officially permited operating classes on 5GHz in China, which means some
operating classes in E-4 is not officially supported in China.
Could you please explain why the reoslution for CID 11045 only applies to Table E5 instead of E1 to E3? Thank you!
