G’day Yongho I note that there is still no accepted LoA relating to a very long list of asserted IPR for 802.11ah. I request that the TG consider ways of following the advice
of the IEEE-SA SB, which was (my bolding): The participants in the development of the standards project at issue should be cognizant of the fact that there is not such an
Accepted LoA on file, and that the SASB will take that fact into account when determining whether or not to approve a standard.
Accordingly, such participants may wish to consider alternative technologies. It is possible that an LoA is accepted by the IEEE-SA in the future. However, unless the LoA provides RAND terms, as defined by the IEEE-SA IPR policy, I will
continue to request that the TG consider alternative technologies. It terms of the current unresolved comments, I suggest the following resolutions: ·
7001: ACCEPT: the TG will develop and execute a process to consider alternative technologies as part of 802.11ah. It is possible that this process
will result in significant changes to the 802.11ah and considerable delay before the next Letter Ballot ·
7002: REVISE: the TG accepts the spirit of the comment in so far as technology not subject to an accepted LoA should be avoided. However, it might
not be possible to remove all such IPR from the draft. Therefore, as an alternative, the TG will develop and execute a process to consider alternative technologies as part of 802.11ah, as previously suggested by the IEEE-SA SB ·
7003: REVISE: same as 7002 ·
7012: REVISE: The 802.11 WG cannot force Qualcomm to provide a legally binding statement. Regardless, it is unclear that the IEEE-SA SB will recognise
