My understand is that it is not a 2-byte field. Access network Type is a 4-bit field, indicating one of 16 possible types of access network. So, we cannot use the reserved value to simultaneously indicate the access network type and security capability.
So, I guess we need to find another way to encode these information bits. And some of these bits may bring more benefits than the other bits do. So, we also need to exam our coding strategy based on which bit we want it to be mandatory, which bits we want it to be optional. Just my 2 cents.
