This seems to be modifying the existing GAS frames in ways that make already deployed implementation non-compliant. We cannot do that that IEEE 802.11. In other words, the new fields added to the end of the frames would at minimum need to be marked optional.
In addition, the recipient of a GAS Initial Request with the new AP List could potentially reject the frame as incorrect if it was implemented based on IEEE 802.11-2012 and did not expect the extra field in the end of the message. As such, it could be useful to at least have a note pointing out that this new mechanism should be used only with APs that advertise support for the new mechanism (which could be a new capability flag added somewhere, e.g., in Extended Capabilities element).
