Hi Rene,
Current proposal (13/201r5) seems very complex as it is trying to provide so much flexibility. I think, the scope of the problem (with regard to encryption) was to be able to encrypt the whole "higher layer encapsulation" Information Element
Now, if encrypting just the "higher layer encapsulation" Information Element requires a complex solution, then I'd propose that we can go back to the mechanism that is specified in the current draft, where the input plaintext is set to contents that follow the FILS Session element. (essentially everything after FILS Session Element including Vendor Specific IEs)

I will summarize comments and make these available to the group. I will also use these comments to guide updates of the documents referred to above.
