Sorry for the late response. 

A new version r9 was uploaded.

I updated the title of section 3 per your suggestion. 

Since the PAR of 11az specifically calls out for better accuracy, 11ah and af will not be able to achieve the goal.

1. The title for section 3 mentions 2.4 and 5 GHz but the section also mentions DMG so I assume that the DMG bands should also be included in the title.

2. 11ah and 11af aren't mentioned. Is the new work applicable to bands below 1 GHz or does it bring no benefit? If there is benefit then I guess that the work for bands below 1 GHz can be done later by interested parties.
