[STDS-802-11-TGAZ] LMR timestamp clock and reporting - 'TOD Not Continuous' language fix

See the attached draft for 11-20-1556r3 with better language for the normative requirements for setting the ‘TOD Not Continuous’ field.

 

I hope this language looks better. Let me know if you have any comments on the proposed resolution or text.
