[STDS-802-11-TGBA] comment on doc. 1456r0 and 1431r2

Hi Po-kia and Alfred,

I just want to point out that if this 1-bit Key ID as in 11-19-1456r0 is accepted, 11-19-1431r2 may need to be revised to add this exceptional way of encoding the Key ID (for resolving CID 3403).

The WIGTK is identified by the MAC address of the transmitting STA plus the WIGTK identifier that is encoded in the Key ID field (see Figure 12-47a (WIGTK KDE), 9.4.2.301 (WUR PN Update element) and 9.4.2.47 (Fast BSS Transition element)).(#3403)
